Prior to joining Capital CDC, Cheri owned Craft Corner, a small retail store specializing in craft supplies and classes for all ages. She supported many civic and school charity events.
Before owning a retail craft store, Cheri was a substitute teacher for Dripping Springs Independent School District, primarily at the high school level for seven years. Cheri Marshall was in the U. S. Navy for twenty years, serving the majority of that time in the Naval Reserve Recruiting Command, whose mission was to recruit and process qualified men and women for Naval Reserve programs in medical and non medical fields; they recruited Navy veterans as well as non-prior service applicants. As the National Officer Programs Officer, she proposed and implemented increased computer network access for reviewing authorities in three agencies, which substantially shortened the review time involved for manpower and recruiting decisions, and improved tracking and communication. As a Regional Department Head, Cheri expanded the computerized database used in analyzing recruiting; resulting in far more accurate forecasting of personnel needs and better indications of where training was needed. She developed and utilized various types of market analysis to formulate hiring needs, advertising campaigns and goal distribution. As an Officer Recruiting Officer, Cheri designed and gave multimedia presentations to groups of prospective applicants, and conducted the public service announcement campaign in central and south Texas.
Cheri earned a Bachelor of Arts degree in Journalism, with a minor in Business from the University of North Texas. She is a member of the National Association of Development Companies (NADCO).
